Climate Change: Canadian Legal and Policy Responses

The chapter surveys Canadian climate change legislation and policy initiatives by federal, provincial and municipal governments to demonstrate interventions at all levels in response to climate change concern and the evolving international legal framework. Significant climate change impacts in Canada are observed and anticipated in relation to the arctic region and on a sectoral basis in relation to agriculture, forestry and fisheries in addition to public health consequences. Despite initial commitments and ongoing analysis, including by the National Round Table, federal regulatory action has fallen short of expectations. Important provincial initiatives, notably in British Columbia and Quebec, are ongoing while several other provinces have proceeded intermittently. Municipal mitigation measures illustrated by the experience of Vancouver and Halifax provide indications of local leadership. Meanwhile, adaptation measures are becoming of increasing importance, leading to adaptation strategies in several jurisdictions.
