The President received $140 million in fiscal year 2007 funds and requested an additional $255 million in fiscal year 2008 to develop the capacity of the Iraq’s ministries. This report assesses the nature and extent of U.S. efforts to develop the capacity of the Iraqi ministries, the key challenges to these efforts, and the extent to which the U.S. government has an overall integrated strategy for these efforts.”
