The head of the E.C.B., Mario Draghi, said following the rate decision that the recent bailout of Cyprus showed the bank’s determination to shore up the euro. The Bank of England also kept its benchmark interest rate unchanged amid concern that the British economy fell back into recession at the beginning of the year.”
