“The Mortgage Crisis hit Cleveland early and in circumstances different from most other cities. Cleveland was already suffering from depopulation and economic decline in the 1990s. The response to this crisis was led by three entities: one public and two nonprofit public interest corporations. This article will focus on those three examples of the responses: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. (NPI). Each of these entities developed initiatives aimed at the crisis, often in an innovative fashion.”
