Review of Chertoff Memo Reveals Delay in Disaster Response

As a follow-up to my September 2005 posting, Disaster Planning Documents Benchmark Government Expectations and Warn of Outcomes, see this Knight Ridder article, Chertoff delayed federal response, memo shows. The article indicates that according to the Dept. of Homeland Security National Response Plan referenced in my aforementioned posting, Homeland Security Secretary Michael Chertoff, not former FEMA Director Michael Brown, was responsible for managing and directing the initial disaster response.
