Federal Communications Commission Final Rule, November 29, 2006: “To promote a more efficient, effective and responsive organizational structure and to better promote and address public safety, homeland security, national security, emergency management and preparedness, disaster management, and related issues, the Commission has concluded that the proper dispatch of its business and the public interest will be served by creating a Public Safety and Homeland Security Bureau. In this Order, we amend the Commission’s Rules to reflect the new structure, describe the new Bureau’s functions and delegated authority, and make other conforming changes.” (Volume 71, Number 229)][Rules and Regulations][Page 69034-69039]
