The Center for Governmental Studies (CGS) initiated this study as it has become increasingly obvious that the campaign finance reforms of the past 30 years are no longer always sufficient to control the money given to elected officials and candidates. CGS has studied and provided solutions for campaign finance issues for over 25 years… [this report] is the beginning of an ongoing, detailed investigation of the ways elected officials and candidates evade campaign finance laws, enabling them to raise sums of money that often significantly exceed the amounts allowed under applicable
