  • “The article uses data from the Labour Force Survey, the largest household survey carried out by the Office for National Statistics, to assess whether people in work are underemployed or overemployed, or neither. Time-related underemployment reflects a desire for more working hours for more pay, whereas time-related overemployment reflects a desire for fewer working hours for less pay. From 2001 up until end of 2008, overemployment levels were, on average, a million higher than underemployment levels. This pattern was reversed in January-March 2009. In January-March 2010, there were 2.81 million people classed as being in time-related underemployment, compared with 2.75 million people who were classed as being in time-related overemployment.”
