“We evaluated the effectiveness of policies and procedures used to ensure that activated Government-owned and -chartered vessels were
used to the maximum extent prior to procuring commercial transportation to Southwest Asia. We assessed the United States Transportation Command (USTRANSCOM) policies for selecting the most cost-efficient vessel by reviewing the existing United Services Contract for commercial liner services and reviewing records for 249 USTRANSCOM ship movements in support of the Global War on Terror.”
