  • “The Chief of Staff of the White House requested that Herbert Allison review the Department of Energy’s (“DOE”) loan and loan guarantee programs for alternative energy projects and provide: (1) A report on the current status, credit characteristics, and risk of loss of DOE’s portfolio of loans and loan guarantees provided to support alternative energy projects (hereinafter, “the Portfolio”); (2) Recommendations for enhancing the monitoring, management, and oversight of DOE’s loan and loan guarantee programs, and (3) Recommendations pertaining to early warning systems to identify and mitigate potential problems with individual loans or loan guarantees.”
