The Great Divide – The Professional Services Council Acquisition Policy Survey, October 2010Conclusions and Recommendations – As we analyzed the results of interviews, we developed the following conclusions and recommendations:

  • Improve communication and collaboration between the oversight and operational community. The evident divide should be troubling to all.
  • Recognize not only the importance of acquisition workforce development but also the length of time needed for it to really take hold.
  • Level the workforce playing field among agencies and establish baseline competencies across government.
  • Back up policy directives with real resources, and balance oversight resources with resources to plan, award and administer contracts effectively.
  • Avoid imposing one-size-fits-all mandates.
  • Ensure that efforts to improve transparency are developed more thoughtfully and fully account for the resources, training and systems needed to comply.
